This MSA phrase asks one male addressee to repeat. Address forms vary by gender; use it as a model, not a claim that one ending fits everyone.
Use this to identify one missed word rather than saying the entire exchange was impossible. Replace هَذِهِ الكَلِمَةَ with the relevant detail when you can.
Use this before paraphrasing the meaning you inferred. It checks intent, while a repetition request checks the sound itself.

The construct phrase قاعة الاجتماع means “the meeting room”; the second noun is genitive and no extra indefinite ending is used here.

Clock time is expressed with الساعة plus the agreeing ordinal: الساعة العاشرة.
